Investigating the reason why bad cobras are shifted from their home positions.

In IMSTRM-2176, we are using the current locations of bad cobras in XML files. However, we have not operate them for years. Therefore, it will be interesting to check if we can command them back to home position again. Or, double check their current condition manually.
