Reconfigure SM1 IIS PDU

The current SM1 IIS rack is being modified to have Ne, Kr and QTH. Simply changing pfs_instdata (enu.yaml) didn't work. PDU configuration file (/storage/current/config.lua on pdu-iis-enu1 , whose original file is stored in ics_utils repo) , needed to be modified.

And if I skipped port 1 (for Ar), to have the same configuration as the other IIS as much as possible, I couldn't get a working configuration. I think we should decide the new port configuration for SM1 IIS and reconfigure it accordingly.

To use Kr and Ne lamp, I changed the two files locally using configuration of the other IISes.
