FCA status and color-code looks different after restarting pfsGUI.

      Description

      When we restarted pfsGUI for INSTRM-2168, we FCAs looked as if was powered on although it had been powered off. The below is a screenshot comparing ENU1 (when we powered the slit on and off) and SM2 (as it was after restarting GUI)
