Add preseed files for ICS

have debian preseed configuration(s) and build scripts for ICS in ics_ansible repo.
ics_ansible repo might not be a good place, but better to put into here than having dedicated repo. Another point, but also both are for similar purpose, and better to be tracked in one place.
