Correct global offset (rotation and scale) for sky-pfi transformation based on the July 2023 run result

The raster data in the July run showed that there is a ~1e-5 scale offset . Also, AG data analysis by Kawanomoto-san showed measured rotation error by AG is 0.002-0.003 deg different from that by Cobra (raster). Correct these values to make/update the design.
