Use PFS.SHUTTER.STATE to control slewing

      Description

      Gen2 will now see PFS.SHUTTERS.STATE keyword changes. "open", "close", "unknown". There is also a PFS.SHUTTERS.DATE to help with validity tests. That shows the time the keyword value was updated.
