Pass SPS shutter status to Gen2

      Description

      Whenever the sps-generated shutter keyword changes, pass value over to Gen2 in the MEMORY.PFS.SHUTTER status key. Values will be "open" when any PFI-connected shutter becomes open, and "closed" when all PFI-connected shutters become closed.
