agccActor should return fail when connection to AG cameras are idle too long

When agccActor is started, it will talks to AG cameras for hand-shaking. If hand-shaking is taking too long, that means the USB signals are not stable. At this situation, agccActor should return fail when hand-shaking taking too long.
