Make sky-pfi coordinate transformation more consistent with AG (round 2)

      Description

      Before the 2022 May/June run the sky-pfi coordinate transformation changed to use Kawanomoto-san's routine (INSTRM-1582), but it was not complete. The sky-pfi routine should be modified.
