Provide pfs_utils routine to finalize pfsDesign positions for a given altitude.

      Description

      Just before observing a pfsDesign, we will know the real telescope altitude, etc. We need a routine which finalizes the positions in a given pfsDesign. It cannot change the SHA, so cannot modify ra/dec assignments.
