Have global configuration in ics_config for project wide definitions

We'd better have global configuration in ics_config and modify a loading routine to read global configuration files as well as one(s) for actor. This, could be called as pfs.yaml or something, will contain lines for tron server (hostname, port etc.), etc., which are defined and used globally.
