Add temperature change rate limit

The hardware changes to the FPA will probably not fully limit how fast H4 temperatures can change. So enforce a rate limit to the closed loop control when changing the setpoint. One simple way to implement that would be to slew the setpoint on each pass through the loop, limiting the rate of that change.
