Put all data interfaces used for targeting into pfs_utils

      Description

      The targeting software requires a fair amount of instrument data. Make sure all of it can be access using interfaces in the pfs_utils package.

      This will probably require adding a dependency on the spt_operational_database product (a.k.a "opdb"). Given that both the ICS and DRP parts of PFS need access to the opdb that seems OK.
