Change dataFlag default value to BAD when a notes is entered

I propose to change the default behaviour when a notes in written using Annotate tool of sequencePanel.
when we enter a note, most of the time it is because the data has an issue, so I propose to put BAD instead of OK.

note that we cannot change a note after its validation...
