add dedicated iic commands for expected nominal arcs and flats(fiberTrace)

      Description

      We agree to add new dedicated iic commands to take arcs and flats that are expected to be nominal (in focus, ... etc).
      cloomis proposed 'scienceFlat' and 'scienceArc' for the sequence_type.
