[SURVEY-12] Confirm whether the operational database can trace the temporal change of positional error of a given fiber

We might want to monitor the degradation (or improvement) of positional error of a specific cobra with time during the long operation. Check whether we can trace it in the current framework of the opDB. If not, propose an alternative way for that adding a new table if necessary.
