check if it s possible to remove the dependency from client to create a dataset tool rather than a functionality or mode in the library.

Note that what is currently developed in #7088 (client and lib branches):

new config param in config.json to activate the spectra rebinning: @'saverebinnedspectra': true@

we can either rebin and save spectra or process them.
