This is a reference to DM-23213 ("It's necessary to restart the butler to see newly ingested files"). That ticket introduced a bug which was fixed in DM-23342 ("Fix ingestDriver"). Because we're pinned to LSST 18.1.0 right now, we're going to have to copy the fixes into PFS land and play inheritance or monkey-patch games.
