[PIPE2D-617] Identify software components for commissioning that should run on Hilo data processing computers

An initial set of data processing computers at Hilo for commissioning are delivered and getting online soon. We would like to identify what software packages/services should get installed and ready to run by the time of commissioning run with data flow to the downstream nodes at Hilo and processing there enabled.

This would include the following ideas:

applications for 2D (& probably 1D) pipelines for data evaluation and QA
obslog
opDB replication/copy?
web server
DBMS
job management system
docker and/or some frameworks of container/VM
and possibly applications for survey simulation, fiber allocation tool+ GUROBI?
