[PIPE2D-601] Detectability of PSF change with FRD via SNR rather than percent variation

Previous analysis of PSF variation with FRD has been done by determining the PSF's percent change (e.g. PIPE2D-573), but ultimately detectability of these signatures must done with consideration to the signal/noise of the system. This ticket consists of two different steps:

Quantify differences in the SNR for PSFs at differing FRD
Incorporate noise directly into PSFs and determine FRD signature on PSF detectability
