[PIPE2D-1283] check quartz throughput as a function of rotator angle.

We took a set a quartzes with different rotators angle.
We expect a slight ununiformity (5%), from the flat screen, as the instrument rotate.
Then compare with twilight data also taken with different angle, those should be uniform.
