[PIPE2D-1117] Add support for hexagonal variants to makeVariantDesign

Please add support for hexagonal grids of variants to makeVariantDesign.

The radial distance from the centre should be in units of "sigma", and variant=1 should be in the negative ra direction.

N.b. the initial implementation only supports a single ring, so variants 0..6 trace out a filled hexagon. At some point, it would be possible to add further rings.

Note that this is not a single variant file, where different fibres can be combined to produce a hexagonal grid; to get that use makeSingleHexDither=True (not implemented)
