Move the LAM ics_dnsmasq MAC files to the Subaru dir

The main actions are:</p> <ul class="alternate" type="square"> <li>At LAM./JHU the SM1 hosts are listed in <tt>hosts-10.1/spectro1.hosts</tt>. At Subaru they are listed in <tt>hosts-subaru/sm1.hosts</tt>. We need to make sure that all the LAM hosts are in the Subaru file.</li> <li>The appropriate MAC files in <tt>macs-lam/</tt> need to be <b>moved</b> to <tt>macs/</tt>. <tt>b1.conf, r1.conf, rack1. conf</tt></li> </ul> <p>Yeah, minor point but I think we should rename the <tt>hosts-10.1</tt> <tt>spectroN.hosts</tt> files to <tt>smN.hosts</tt>.
