[INSTRM-724] Move centroid, motions, and fiberID outputs into {{output/}}

For each "run" of the cobras (roughly speaking one phi scan, one theta scan, one set of convergence data), we use a butler to create a small directory tree. Inside that we get data/, logs/, and output/. The images go into data/, and any output XML file goes into output/.

For backward compatibility, the outputs from the ASRD ModuleTest are put into data/. I also put some newer data files (the centroids, the associated motor steps, and the mapping from centroids to cobras) into data/, but those should be in output/, since that is what they are.

This ticket will be branched off the cit_freeze branch and merged back in as if it were on master.
