[INSTRM-691] Convert low-level interlock commands for new board.

There are a handful of pressure thresholds which are settable in the new interlock board: max differential pressure for operating the gatevalve, min opening pressure when at atmosphere, and the max allowable roughing pressure after getting to vacuum.

These correspond fairly well to software-only limits from before the new board. Convert to setting the interlock board values, and only checking against them in the actor code.
