[INSTRM-683] Notice that the ADIO kernel driver is not connected

On some reboot, the rtd-aDIO kernel driver for the interlock board did not load due to a typo. Fine, but the xcuActor did not notice that, which is not fine.

With the new interlock board, we have no feedback: we just assert and de-assert some line. I did not see any complaint.
