[INSTRM-662] Add "include" mechanism for YAML files.

Discussions about alerts have made it clear that we will wind up with many rules, covering many actors. Putting all into one YAML file would be hideous and hard to track, but there are common anchors (and will be more) which we would like to share.

YAML has not built-in "include" mechanism, and many projects write their own. Find/write something sane for us.
