[INSTRM-490] Build test db instance or container for MHS tests

We need a test db for MHS tests (passing MCS centroid to the FPS, say). Either a persistent instance or in a container. Either mostly requires deciding on conventions.

Docker has the concept of a network for connecting just different containers, and not the host.
