            <title>[INSTRM-380] Optimize algorithm of the flow meter to Subaru environment</title>

                    <description>&lt;p&gt;The flow meter has been showing &quot;0&quot; flow since it was attached to Subaru Cs flange. When we inspected the flow meter 8 June, it is fount that the flow is not too slow to detect the pulse with the current algorithm. Therefore, the algorithm should be optimized to detect slow pulse at Subaru telescope.&lt;/p&gt;

If the trigger interval is longer than 10s (in other word slower than 0.1Hz), then the output will be 0.0Hz. Otherwise it should be fine.&lt;/p&gt;

&lt;p&gt;In the new code(peb, meb), I have added a new keyword Flow_meter for the flow speed in Gal/min. The original one is called Flow_rotor.&lt;/p&gt;

&lt;p&gt;One thing to pay attention is the spec for this flow meter, it says the flow range is 0.07-5 Gal/min, or 1.6-118Hz.&lt;/p&gt;</comment>
