[INSTRM-2158] GUI for alert actor thresholds

                <project id="10300" key="INSTRM">Instrument control development</project>

Would it be possible to create a simple GUI to modify the alert actor alarm thresholds?

The current way to modify the values will be too cumbersome for Subaru technicians to manage (the way they manages similar alarms on other instruments). Modification of the thresholds should not happen often, but it will be needed depending on changes on the instrument or its environment, either for short-term test or permanently.

machine-generate a new pfs_instdata version from the GUI

have the alertsActor pointing on it

reload the configuration, and hence the alerts with the new threshold value.
