[INSTRM-1887] Preparation of the summit system for NIR camera

Based on discussion at ICS/DRP+SpS telecon on 1 March 2023, and following discussion among Craig, Arnaud and Yuki, the following tasks need to be done to integrate NIR camera in software aspect:

Actors/Firmware

Update/install Actors at the summit (~~INSTRM-1885~~)
Unify to call ccd and h4rg (~~INSTRM-1883~~)
Stop up-the-ramp from actors (~~INSTRM-632~~) – before the April run
Adjust timing to turn on/off the DCB/PFI lamps for the ramp (Done)
Update software of r1/b1 BEE board to the same version of n1

Infrastructure

Update dnsmasq (move entries from JHU to Subaru)
File structure for the ramp data
- short-term: /data/raw/yyyy-mm-dd/ramps/ (~~INSTRM-1894~~)
- long-term : different file system (and put symbolic link under /data/ ?) : discussion with Yoshida, Hiroshige is needed
STS entry has already done.

Operation – need discussions

How to display the ramp data: PFSB consists of multiple readout, but is created only after everything is done. We need to discuss how to display individual readout. (PFS internally, on Gen2 etc..) (cf. ~~INSTRM-343~~)
How to send PFSB file to Gen2
Update/create the defect map and IPC map
drpActor to reduce both VIS and NIR images (~~INSTRM-1886~~)
