[INSTRM-1835] Check that ingested data are in sync between summit and site

As Robert has reported in slack:[ https://sumire-pfs.slack.com/archives/CGK2M8D7F/p1673454656120069?thread_ts=1673453856.012179&cid=CGK2M8D7F|https://sumire-pfs.slack.com/archives/CGK2M8D7F/p1673453856012179] it appears that there are ingested raw data present at Hilo that are missing at Princeton, and vice versa.

Please introduce a script or equivalent that regularly checks the consistency of ingested data between the summit and the other sites for which those data are transferred to. This includes Hilo, Princeton, NAOJ and IPMU.
