Set the ring lamp and FF screen logic

Yes, I should have discussed the decision. The four underlying TFF*V cards can be used if the flux is low, but given that control is entirely out of PFS's hands and will be bracketing our exposures I am guessing that "quartz lamps are on but faint and changing" is closer to what we want W_AITQTH to signal than "quartz lamps are correct and stable". Also to signal possible trouble on the NIR arms. More cards? </p> <p>The other reason is that the ring lamps cannot be used as is with the NIR cameras.
