[INSTRM-1749] Allow pfsinstall to work with non github.com/Subaru-PFS products

The pfsinstall script expects all ICS products to come from https://github.com/Subaru-PFS/${prod}.git, which is not true for the low-level hxhal product – that is in a less public PrincetonUniversity repo.

Allow setting the base URL.
