[INSTRM-162] Add mechanism for dynamically adding/dropping keyword models.

The list of actors whose keyword dictionaries we want to keep updated on is semi-statically set on Actor instantiation. We need the ability to add and drop interest while running. Among other reasons it is not always obvious precisely which actors we want updates from at startup.

This boils down to some refactoring.
