                    <description>&lt;p&gt;Currently, we define 10 micron for cobra convergence criteria.  According to the actual operation, some cobra move to nowhere.  However, some cobra just not close enough.  Those cobra still contribute to survey with lower efficiency.  Therefore, this ticket rise this question.  Should we define a better convergence criteria other than a region number?  &lt;/p&gt;</description>
