[INSTRM-1418] Add `getSunssPfsConfig(ra, dec, pa)` function

                <project id="10300" key="INSTRM">Instrument control development</project>

Return a `pfsConfig` for all SUNSS_IMAGING and SUNSS_DIFFUSE fibers. Use the provided (ra, dec, pa) pointing to generate approximate ra, dec for the fibers. If none provided, set all ra/dec to NaN. In any case, set all pfi positions to NaN.

ra/dec/pa might be fuzzed to avoid information leakage, but that would be done by the ICC caller.

We will need a second routine to calculate that pa, since SuNSS has a peculiar physical rotation. But we do have the angle of SuNSS relative to the telescope calibrated, right? yuki.moritani?
</comment>

                            <comment id="30250" author="cloomis" created="Thu, 23 Dec 2021 01:08:49 +0000"  >
Thanks for the pointer. So the x-y shift using the set screws has been applied? In which case the telescope boresight falls on the center fiber, and from there N is 4.1 degrees East of fiber 1 (6.7deg from the truss angle minus the 2.6deg measured calibration for the ferrule seating, etc.). Right? With 7 fibers along the 60deg edge that seems a good match with the figure...
</comment>

https://pfs.ipmu.jp/internal/SlackArchive/Full/commissioning.html

(See a few conversations from "rhl Sat 2021-04-03 01:58PM") We were almost there. Further analysis is needed if we apply the second alignment.

Yes.. 4.1 degree sounds correct.
