[INSTRM-1317] Automate and sequence file servers, vm servers and vm host startup

After the recent power outage we agreed to try to automate the boot up sequence of the primary servers. Specifically, we would like the following to happen in order:

boot ZFS server(s), start NFS.
launch vm server(s). Wait for NFS mounts before doing so.
launch vm hosts, starting with dnsmasq-ics and mhs-ics.

We also need to think through when and how to shut things down. There will be other tickets for that.
