[INSTRM-1288] Provide a function to map fiberIds to MTP connectors

As discussed on the #2d-drp slack channel on 2021-04-27, please provide a function that given a list of fiberIds, returns the corresponding MTPs. Eg quoting rhl in the slack discussion:

pfs_utils.getMTP([3, 6, 9])

would return something like

["U3-1", "U3-1", "U3-1"]
