[INSTRM-1166] Fix integral anti-windup in heater loop

I botched the anti-windup code in the heater loop. Very necessary, since it is very easy to bottom out the detector loop to 0A, to run short of power to keep the ASIC warm enough, and because we need to heat the ASIC up so much.
