[INSTRM-1118] replace hard-coded UTC with ICS datetime module in enu,sps,dcbActor

There are few dates used in enuActor, spsActor, dcbActor which are either generated as mhs keywords or inserted into opdb.
They are all hard-coded UTC, (python datetime.datetime.utcnow()), they now needs to be generated using the ICS datetime module.
