[INSTRM-1067] Add safety routine for when the cooler auto-restarts after a long time.

We just had a short power outage (~10s), and the cooler auto-restarted. OK. We have an XCU routine which shuts the cooler off if the reject temp goes up, but nothing for when the cooler restarts after a longer time, after the temps and pressures have gone way up.
