[INSTRM-1060] Create actorkeys keys and FITS slots for H4/ASIC configuration and metrology

The NIR headers need to be fleshed out in the same way that the CCD headers are or should be. We need actorkeys keys for the configuration and metrology, and associated FITS slots for the parts we want in the headers.
