[INSTRM-1033] Cleanup FPGA control logging

The ics_xcu_fpga library was creating independently from and earlier than the ccdActor, and much of its logging is to stderr. For the recent PCI bus transfer errors, some of the output would have been helpful.

Hoist that output at least into log files. Will require some work to capture the C code output.
