[INFRA-325] Assign common laptop IP/MAC/names

                <project id="10001" key="INFRA">Software Development Infrastructure</project>

The dnsmasq server is configured to refresh leases for non-static addresses once a minute or so. This is so that new hardware can be identified quickly, and more importantly will always time out temporary addresses quickly. Some hardware like MOXAs will (legally) hold leases until they expire.

There are a handful of common laptops which should be assigned static addresses at Subaru, just so that the logs are not completely spammed. I think adding a single file containing the three IP/MAC/names would be fine. Something like the following might work, once the range is chosen and the addresses assigned. Can, of course, assign other names.

According to SSN-00028, the DHCP range is .164.240/28 now, so I was wondering there will be enough addresses kept.
</comment>
