[INFRA-312] Install rubin-env=3 stack at Hilo and summit.

                <project id="10001" key="INFRA">Software Development Infrastructure</project>

We need a new stack on the Subaru machines, built on the conda-forge rubin-env=3.0.0 specification, which is what is currently installed for the w.2022.17 LSST stack via the current pfs_pipe2d install-pfs.sh script.

At Hilo this will require additional packages for Jupyterlab, etc. Just to keep things under obvious control, I propose adding those directly to the stack with conda (or mamba) install -c conda-forge commands, then annotating this ticket.

source /work/stack_INFRA-312/loadLSST.bash
setup pfs_pipe2d

As a reminder, this stack has all the additions driven by <del>INFRA-290</del> (ipympl, psycopg2, etc) and later requests (display_matplotlib), and should be close to a complete "DRP install" for PFS. If any further additions/changes are made or needed please annotate this ticket.
</comment>
