[INFRA-284] Please create ics_sunss and ics_sunssActor repos

SuNSS is controlled by a small collection of shell and C programs running on the pi, along with an MHS actor. The pi programs are in JEG current idiom, very similar to the calibration lamps and DCB focus motor system: all files are in /usr/local/bin, with control mediated by files in /tmp.

For the calibration lamp and DCB systems, the contents of pi:/usr/local/bin is simple enough that we put the code directly into the actor repos. We could do that for SuNSS, but I feel that it is just "meaty" enough to merit its own repo. Either way is fine.

In any case, please create ics_sunssActor, and also ics_sunss if you would prefer two repos. If those two names are OK:
