[FIBERALLOC-5] ID number in input file

                <project id="10500" key="FIBERALLOC">Target to fiber allocation and configuration</project>

I got feedback from a user, but if the ID is a long integer the code does not work. Could you change it so that long integers are acceptable? Note that IDs of HSC objects (probable PFS targets are mostly selected from HSC targets) are basically long integers. If possible, it is very nice that any string can be handled (without "ID" if possible).

I'm making the necessary adjustments and will announce (soon) when the code supports arbitrary ID strings.
