 Description   

Currently there is code in the drp_instmodel to generate pfsDesign instances. With INSTRM-1383, there will be a new utility in pfs_utils to also generate pfsDesign s.

Please combine these utilities into a single utility in pfs_utils.

Dupe of INSTRM-1383.
We need to update the simulator to use the new makePfsDesign function in pfs_utils.
