 Description   

Add a code of dust extinction correction for flux calibration. We correct the extinction in observed broad-band photometry before broad-band SED fitting and also redden model spectra before making flux calibration vectors. We will provide a dedicated code and modify fitPfsReference.py made in PIPE2D-922.

We use dustmaps_cachedata (SFD, Schlegel, Finkbeiner & Davis 1998) by default and the extinction curve of Fitzpatrick (1999). These are also used in HSC-SSP.

Could you review this PR? I gave up testing the PfsFluxReference object precisely in the unit test because of PIPE2D-1012.
